Attacks 1 enemy. Has a 80% chance of placing a 30% [Decrease SPD] debuff for 2 turns. This debuff cannot be resisted if Ultan of the Shell is on the same team.

Heals all allies by 30% of their MAX HP. Increases the duration of all ally buffs by 1 turn.
